Github issue import

Hey guys,

I finally found some time to write the issue import from JIRA.

I did a test import into the test repo glazedlists/jira-import-test:
https://github.com/glazedlists/jira-import-test/issues

Details about the import scripts can be found here:
https://github.com/hbrands/jira-issues-importer

Please have a look and let me know, if it's ok or needs some corrections.

Thanks for the feedback, Rob.

If no showstopper is found I will proceed to do the real issue migration at the weekend.

I would also like to propose to release the current state as Glazed Lists 1.10.
I could do that this weekend, too - if there are no objections.

After that we could aim at a (very) short release cycle for 1.11 with a focus
on moving the build system to Gradle and Java 1.7 as baseline.
I think Fabian has made good progress with the Gradle build,
so I'd like to reach that goal before the end of April.

Sounds good.

Only question: Is 1.7 still the right choice? Guava now requires 1.8. The function interfaces would be very useful.

Yes, this is a compromise:
- release 1.10 with Java 6 baseline now.
- release 1.11 with Java 7 baseline by the end of April
- then switch master to Java 8 and start publishing snapshots with Java 8 baseline

So in May we'd arrive at Java 8 while users can pick their versions according to their environment.
For example, Fabian uses Glazed Lists on Android where he still needs Java 7,
so he could use 1.11 (with his Gradle work) and potential bugfix releases of that branch.
Others could start using snapshot releases for Java 8 from master.

The Gradle transition is finished, apart from two tests:

. I upgraded all the used build-tools, so the new OSGI manifest looks a bit different. I have no experience with OSGI, so I can't say whether it's still correct
. I couldn't test uploading snapshots and releases, but the code is there.
